You do not pay the agency fee when the agent works for the landlord
If the estate agent or rental agency is acting for the landlord, they may not also charge you. That covers what gets called administration costs, contract costs, or brokerage costs. Being asked for hundreds of euros in fees before you can sign is one of the most common things done to people who have just arrived, and in this situation it is not allowed.
