Instead of a 500-1,500 eur language course, most public libraries run a Taalhuis (free materials, tutors, computer courses) and a Taalcafe (drop-in conversation over coffee) - free, no library card needed, often no signup. Search '[your city] bibliotheek Taalhuis / Taalcafe' for times and just show up. Some 1-on-1 tutoring needs a short intake; availability varies per library.
