The startup permit: an easier on-ramp than the self-employed permit (no points system)

The startup residence permit drops the points system that the regular self-employed permit uses, so the bar is lower. You get 1 year to build under a recognised facilitator, then convert to the self-employed permit once the business is viable. The hardest part in practice is landing an approved facilitator (incubator/accelerator), not the IND paperwork. You need a step-by-step plan, proof the product is new to the Dutch market, and enough means of support.
