A partner/family permit can come with FULL, unrestricted work rights
If you come as the partner/spouse of a knowledge migrant, EU Blue Card or ICT holder, a Dutch national, or a permanent resident, you get free access to the labour market - any job or self-employment, with no separate work permit and no sponsorship. One skilled-migrant hire effectively brings a second freely-employable worker. Check the labour-market note printed on the partner's residence document. The sponsor must meet the family-income threshold (around minimum-wage level).
