DigiD is the master key that unlocks every allowance and refund
Every toeslag and tax refund is unlocked with DigiD, and DigiD needs a BSN. The honest newcomer sequence: register at your gemeente (BRP) to get a BSN, then apply for DigiD at digid.nl, then log in to Mijn toeslagen / Mijn Belastingdienst. You can only hold DigiD from abroad if you already have a BSN.
