After a year on call, your employer must offer you fixed hours
Once you have been an on-call worker for twelve months, your employer has to offer you a contract with a fixed number of hours, and that offer must be at least the average you actually worked over those twelve months. They have one month to make the offer. You are free to turn it down and stay on call, but the offer is your right, not a favour, and many employers simply never mention it.
